Sepo Flatland Formerly a wasteland in the Western part of Kangwon, the Sepo Flatland is announced as a development site for large scale live-stock breeding. About 20,000 ha of grassland in Sepo, Pyonggang, and Ichon districts is planned for transformation into a pastureland, with the hope of increasing meat production in the country. In addition to the plan to construct a massive drainage system and to produce 50,000 tons of fertilizers, a MoU between the North Korean government and Mongolia is signed in 2014 for cooperation in the development of Sepo.

2012세포 등판개발 전 황무지였던 강원도 서쪽 세포에 위치한 세포등판은 2012년 대규모 가축 사육을 위한 개발지로 개선될 것이 발표되었다. 강원도 세포, 평강, 그리고 이천 구역의 약 2만 ha의 초원을 목장 방목지로 변환해 북한의 육류 생산을 증가시킬 계획이다. 대규모 배수 시스템 구축 뿐만이 아니라 5만 톤의 비료생산을 계획에 추가했으며 몽골리아 정부와 2014년 세포등판 개발을 위해 MoU 를 맺게된다.

Masikryong Ski ResortKim Jung Un’s pet project, the Masikryong Ski Resort, opens doors to foreign tourists after completing its construction in just 10 months. Located 20 km west of Wonsan, the Resort features one of the country’s best hotels which is equipped with swimming pools and an ice-skating rink. The construction of Masikryong can be understood as DPRK’s plan to utilize Kangwon as an all year-round tourist spot - the Resort will be used to attract winter tourists while the east coast is popularized as a summer holiday destination.

마식령 스키 리조트김정은이 특별한 애착을 갖고 있는 마식령 스키 리조트는 10개월만에 완공하여 관광객들에게 문을 열었다. 원산에서 20km 떨어진 스키장은 북한에서 최고급 호텔에 해당되며 수영장과 아이스스케이팅 링크까지 배치되어있다. 마식령 스키장의 건축은 강원도를 1년 내내 관광이 가능한 지역으로 만들 계획의 성과라고 볼 수 있다. 스키장은 겨울 관광객들을 유치하는데에 쓰일 수 있으며 원산이 위치해있는 동해안은 여름 관광객들을 유치할 계획이다.

Wonsan-Mt. Kumkang International Tourist ZoneOn July 2014, the Pyongyang Times announces the North Korean government’s grand plan to develop the coastal line of Kangwon province as a Special Economic Zone focused on international tourism.[1] Kim Jung Un aspires to transform his hometown, Wonsan, into “a city like Singapore”, where projects like the $80 million-worth financial service centre and $7.3 million department store are planned to be built by 2020. As part of the SEZ project, Mt. Kumkang Tourist zone, where outdated South Korean projects from the 1990s ranging from hotels to resorts are still used, is also expected to be revamped.

Wonsan-Kalma International AirportNorth Korea’s second civilian international airport completes construction in November 2015. Located in the Kalma coast of Wonsan, the Wonsan-Kalma International Airport hopes to receive around 1 million tourists per year by 2025. Later in 2016, the airport would host the Wonsan International Friendship Air Festival, an air show with several hundred foreign and local crowds in attendance.

Pyongyang Joint DeclarationOn September 2018, President Moon Jae In of South Korea and Kim Jung Un of North Korea meet in Pyongyang to sign the agreement, “Pyongyang Joint Declaration of September 2018”. Two agreements signed are relevant to the Kangwon Province: the re-introduction of South Korean tourists to Mt. Kumkang and the development of the east railway line. As a follow-up to the signing, South Korean inspectors are sent to Kangwon to survey the North Korea’s east coast railway.

2018판문점 선언2018년 9월 대한민국 대통령 문재인은 북한 지도자 김정은을 평양에서 판문점 선언을 위해 만났다. 그 중 2가지 선언이 이 강원도의 개발과 관련되어 있다: 첫 번째는 한국 관광객들의 금강산 관광 고려이고 두번째는 남북 철도연결을 위한 협력이다.

Progress of Wonsan-Mt. Kumkang International Tourist ZoneOriginally scheduled for completion in October 2019, the Wonsan Tourist Zone had postponed its opening to April 2020. However, as COVID-19 hinders prospects for tourists on top of the already limited pathways of investment, the 2020 deadline that was planned to coincide with Kim Ill Sung’s birthday celebrations, will not be fulfilled again. While most of the buildings in Wonsan are “constructed on the outside”, the Tourist Zone will not be tourist-ready for a protracted duration.
